The DLEP Programme Ended March 2025
The federal Digital Literacy and Emergency Preparedness Programme — $47M over two phases — closed on March 31, 2025. Organisations that relied on DLEP-funded curriculum from Gluu, Connected Canadians, and HelpAge Canada no longer have a guaranteed supply of free structured digital literacy programming.
DCC fills that gap directly. Unlike DLEP-funded programmes, DCC does not depend on government grants to exist. A simple annual licence gives your organisation reliable, always-on curriculum that won't disappear when a programme authority ends.
Internationally proven model: Australia's Be Connected programme — a CA$42M national initiative — uses the same community-organisation delivery model to solve identical senior digital literacy gaps, with 1,200+ library and community partners. Built-in outcome reporting: DCC now includes a knowledge check framework — before-and-after quizzes on core modules. After a workshop session, a facilitator opens one page and downloads a CSV report showing knowledge gains and confidence scores across the group. That report is the documented outcome evidence federal grant applications require. Your library leaves every DCC session with data you can use in your own funding applications.

📋 Using DCC in Your NHSP Grant Application
The New Horizons for Seniors Programme (NHSP) provides grants of up to $50,000 per project for activities that improve the lives of Canadian seniors. Digital literacy is an explicitly funded category. Many libraries and senior centres are applying right now for 2026–27 funding.
DCC fits NHSP criteria directly. Here is language you can use in your application:
