Using DCC in Your NHSP Grant Application

How This Guide Works

This page gives you ready-to-use language for your NHSP grant application. Copy the sections you need, customise the brackets, and paste directly into your application form. We've written it to align with the NHSP scoring criteria for 2026โ€“27.

1. Programme Description Language

Use this in the "Describe your project" section of the application:

[Organisation name] will deliver a structured digital literacy programme for seniors aged 65 and older using the Digital Confidence Centre (DCC), a free Canadian platform developed by Two Birds Innovation in St. Thomas, Ontario. The programme will run [X] workshops over [timeframe], each 90 minutes in length, serving [X] participants per session at [location(s)].

DCC provides 30 self-paced adult learning modules covering foundational digital skills (online safety, banking, video calls, and device basics), 27 guides on Canadian federal and provincial benefits, and a dedicated AI literacy track aligned with Canada's AI for All strategy (June 2026). All content is Canadian-specific and meets WCAG 2.1 AA accessibility standards.

Each workshop session will produce documented outcome data using DCC's built-in knowledge assessment framework. Pre- and post-session knowledge checks are completed by participants on their own devices. At the end of each session, a facilitator exports a CSV report showing before scores, after scores, knowledge gains, and confidence changes per participant group. This data will form the basis of our programme evaluation and will be submitted with the final report to ESDC.

2. Outcome Measurement Section

Outcomes will be measured using DCC's built-in knowledge assessment system. Each participating module includes a five-question pre-session knowledge check and a matched five-question post-session check. Results are stored locally on the session device with no personal data collected.

At the end of each workshop, the facilitator downloads a session CSV report containing: module completed, session date, before score (out of 5), after score (out of 5), knowledge gain delta, confidence before and after, and time on module. These reports will be aggregated quarterly and will demonstrate measurable change in digital knowledge and confidence.

We will report the following indicators at project completion: (1) total participants served, (2) average knowledge gain per session, (3) average confidence gain per session, (4) percentage of participants showing positive knowledge delta, and (5) participant self-reported changes in digital confidence from the supplementary feedback form.

Data collection tool: DCC Admin Export Panel (twobirds-kramerica.github.io/digital-confidence/admin.html). No identifiable participant data is collected at any point.

4. NHSP Priority Alignment Language

This project aligns with the New Horizons for Seniors Programme priority of reducing social isolation and improving quality of life for seniors through community engagement. Digital literacy is a foundational prerequisite for participation in modern civic, social, and economic life. Seniors who cannot safely navigate online banking, government portals (CRA, Service Canada), or video communication tools face growing barriers to independence, financial wellbeing, and social connection.

DCC directly addresses these barriers with Canadian-specific content โ€” including modules on GIS, CPP, OAS, CDCP, and other federal and provincial benefits that many eligible seniors are missing. The AI literacy track is aligned with Employment and Social Development Canada's AI for All strategy, which identifies senior populations as a priority group for AI literacy investment.

The programme is delivered in a community setting (library/community centre) with trained facilitators, providing both structured learning and social connection. Participants leave each session with a take-home reference card and continued access to the free online programme for self-directed learning.

International model validation: Australia's Be Connected programme โ€” a CA$42M national initiative โ€” demonstrates that federal investment in senior digital literacy at CA$2,500โ€“CA$52,500 per community organisation is a proven, effective model. DCC delivers the same community-partner outcomes without government dependency, making it a sustainable choice for NHSP-funded projects.
