The Canada Dental Care Plan launched in 2023 for Canadian seniors without dental insurance. If you qualify, the government pays for a significant portion — or all — of your dental care. Millions of eligible Canadians have not yet enrolled. This guide walks you through exactly who qualifies and how to sign up.

Harold, 71, from Kitchener, Ontario. Harold had not been to a dentist in six years. He was not avoiding it — he simply could not afford to go without dental insurance. His pension did not include dental benefits, and private dental insurance at his age cost more than he was willing to spend on something he rarely used.

His granddaughter mentioned the Canada Dental Care Plan over dinner. Harold had never heard of it. She helped him check his eligibility that same evening — he qualified. Within three weeks he had an appointment, and the government covered his entire visit.

Harold is not unusual. The programme launched in late 2023 and many eligible Canadians still do not know about it or have not enrolled.

Do You Qualify?

You are likely eligible for the Canada Dental Care Plan if you meet all four of these conditions:

Eligibility checklist:

1 Age: You are 65 years old or older. The programme also covers children under 18 and adults with a disability tax certificate — but this guide focuses on seniors 65+.
2 Income: Your net family income is under $90,000 per year (based on your most recent tax return). Full coverage (no co-payment) is available for those under $70,000. Partial coverage applies from $70,000 to $90,000.
3 No private dental insurance: You do not have access to dental benefits through a private plan — including an employer's plan, a former employer's pension plan, or a plan you or your spouse purchased privately. If your plan only covers a very small amount, you may still be eligible — check with Service Canada.
4 Taxes filed: You have filed your most recent Canadian income tax return. The government uses your tax return to verify your income. If you have not filed recently, file first — even if you have little or no income.
What About Provincial Dental Benefits?

Some Ontario residents receive dental benefits through Ontario Works, the Ontario Disability Support Programme (ODSP), or Healthy Smiles Ontario. Having these provincial benefits does not automatically disqualify you from the Canada Dental Care Plan — but the federal plan cannot be used at the same visit as provincial benefits. What Is Covered

The Canada Dental Care Plan covers a broad range of dental services when performed by a participating dentist:

What is not covered: Cosmetic procedures (teeth whitening, veneers), services performed by dentists who are not enrolled in the plan, and services outside Canada.

How to Enrol

Enrolment is free and takes about 15 minutes. You can enrol online, by phone, or in person.

Option A: Enrol Online Through My Service Canada Account

Enrolling online:

1 Go to mysca.service.canada.ca and sign in (or create an account — see our My Service Canada Account guide for help).
2 From your account dashboard, look for "Canada Dental Care Plan" in the benefits section. Click to begin enrolment.
3 Confirm your personal information (name, address, SIN, date of birth). The system will use your most recent tax return to verify your income — you do not need to enter it manually.
4 Confirm that you do not have private dental insurance. If you answer yes to having private insurance, you will not be enrolled.
5 Submit. You will receive a confirmation and, within a few weeks, a welcome letter from Sun Life (the plan administrator) with your member ID card. Keep this card — your dentist will need it.

Finding a Participating Dentist

Not all dentists participate in the Canada Dental Care Plan. Before booking an appointment, confirm that your dentist is enrolled — or find one who is.

Finding a participating dentist near you:

1 Go to canada.ca/en/health-canada/services/dental-care/find-dentist — this is the official directory of participating dental providers.
2 Enter your postal code and select the type of provider you are looking for (general dentist, specialist, etc.). A map and list of nearby participating dentists will appear.
3 Call the office to confirm they are accepting new patients and ask them to verify that they participate in the Canada Dental Care Plan before your appointment.
4 At your appointment, bring your Sun Life member ID card (received after enrolment) and your provincial health card. The dentist's office will bill Sun Life directly — you pay only your co-payment amount (or nothing, if your income qualifies for full coverage).
